Joris-François Potet brings a robust academic background and practical expertise in digital transformation strategies, with a particular focus on the Global South. His master’s thesis explored the impact of local offices on international development aid outcomes, highlighting his analytical skills in assessing institutional frameworks. Joris-François has contributed to projects aimed at strengthening digital and connectivity infrastructures in developing regions, advocating for investments in broadband, submarine cables, and local data centers to bridge the digital divide and support inclusive growth.

He has supported the development of policies that encourage private sector investment and public-private partnerships, in line with international best practices. His project experience includes feasibility studies for innovation spaces in Benin, geopolitical and technical analysis of submarine cable infrastructure in the Indo-Pacific, and strategic support for broadband connectivity initiatives in the Caribbean and Jamaica. Joris-François has also prepared fact-finding briefs on connectivity needs in Central Asia, demonstrating his ability to synthesize stakeholder insights and inform policy decisions. His work aligns with global efforts to foster regional innovation hubs, reduce dependency on major tech players, and promote resilient, sustainable digital infrastructure. He is fluent in French, English, and Lithuanian, holds a Master’s in Finance and Business Administration from NEOMA Business School and the University of Sherbrooke, and is recognized for his strategic vision and commitment to advancing digital transformation in emerging economies.
